Replace one topic's prompt list

Writes the full list for a topic in one atomic update: a prompt already stored keeps its creation date, its ads flag and its criterion, a prompt with no id is created, and one left out of the list is deleted. Used by the generate and import flows, which hand back a whole list rather than a single prompt.

Authorization

AuthorizationBearer <token>

Session JWT signed with HS256. Verification pins the algorithm and rejects expired tokens, per RFC8725.
